§ 200-2. Purpose.

The purpose of this chapter is to promote as a matter of public policy the preservation, protection and enhancement of the Las Vegas Cultural Historic Districts and landmarks hereby created, or any such districts, properties or sites which may be designated hereafter, is of public necessity, and is required in the interest of prosperity, civic pride and general welfare of the people of Las Vegas and nearby communities by:A.Providing a mechanism to designate, preserve, protect, enhance and perpetuate those structures, properties, sites and landmarks which reflect outstanding elements of the national, state, regional and/or local cultural/natural heritage;B.Fostering civic pride and respect in the community's future;C.Maintaining and improving property values;D.Protecting and enhancing the community's attraction to tourists and visitors;E.Promoting such structures, properties, sites and landmarks for the education and general welfare of the community;F.Promoting harmonious, orderly, and effective growth and development while maintaining cultural/natural integrity;G.Promoting and encouraging continued private ownership and utilization to the extent the above objectives can be attained under such policy;H.Fostering and encouraging preservation, restoration, and rehabilitation of structures, areas and neighborhoods and thereby preventing future urban blight.
